How do I kill a sumach tree stump?

I chopped it down two years ago and it came back with a vengeance. It’s right against the foundation so I want it out! It’s impossible to get a stump chopper in this space and forget manoeuvering a shovel. I’ve found the main roots and have cut them off in the ground. We have a bylaw agains using products such as Roundup. Any suggestions?

there is a product called Hi-YIELD STUMP REMOVER. you will need to drill a 1" hole 10" deep on top and on the side a 1" hole 3" from the top of the stump at a slant to connect if possible with the bottom of the top hole. then pour 1/4 lb. into each hole then fill with water and let stand for 4 to 6 weeks. I used this product on a 12" stump of a popcorn tree and within 8 weeks i could kick it over with my foot.

use chemicals anyway –never heard of a law like that anyway who would know ? do it at nite cover it with something
